Reying, High Commissioner, a Member of the Imperial Clan, and Governor General of Kwangtung and Kwangse, ye, Ye, ye, sends the following communication.
I received a report from Chin, the Commandant of Garpans - dant of Jacpany, in which he observes, that he had received a communication from the Chief Magistrate of Houghing, Porine, to send back Chintal to Hongkong who had been apprehended as one of the robbers and Murderers of the British Soldiers, that the said Criminal might be interrogated by Hon the Honorable Envoy; whilst Secretary Gubyloff also stated the above verbally.
It appears that we at our meeting on board, discussed this matter with the Honorable Envoy. In the Supplementary Treaty however, it is said, that if British Merchants
